Justice Bindal made Acting CJ of Jammu & Kashmir High Court

The appointment follows retirement of Chief Justice Gita Mittal. Justice Bindal is known for his proficiency in bringing justice closer to the people through computerisation. As chairman of a panel constituted by the National Legal Services Authority, he has already submitted a report on optimal use of technology, including artificial intelligence.

Justice Bindal was elevated as a Judge of the Punjab and Haryana High Court on March 22, 2006, and remained chairman of a committee for framing draft rules for electronic evidence. The report was submitted to the Supreme Court in November 2018. As chairman of a multi-member committee constituted by the Union Ministry of Women and Child Development to study civil aspects of International Child Abduction Bill-2016, Justice Bindal submitted report accompanied by the recommendations and draft of the Protection of Children (Inter-Country Removal and Retention) Bill-2018 to the Ministry in April 2018.

Before his transfer to High Court of Jammu and Kashmir in November 2018, he disposed of around 80,000 cases. Presently, he is chairman of the finance committee, building and infrastructure committee, information technology committee, state court management systems committee and also chairman of J&K State Legal Service Authority. He is also member of a committee constituted to go into the existing framework of Lok Adalats and Mediation and has already suggested ways for enhancing operational efficiency and plugging gaps for better application of ADR mechanisms for weaker sections of the society.
